Pakistan’s government told its Supreme Court that Kulbhushan Jadhav’s right to appeal was not granted because of the 2019 International Court of Justice ruling, arguing the judgment only required consular access. India rejected that reading and maintained that Pakistan still has not complied fully with the ICJ decision.
