Rao, an accused in the Elgar Parishad-Maoist links case and currently out on medical bail granted by the Supreme Court in 2022, cited advanced age, health issues for himself and his wife, and financial hardship as reasons for the request. The court ruled it lacked authority to modify the Supreme Court's bail conditions, which require him to reside within Greater Mumbai and seek prior permission to leave.
