Puran Kumar, a 2001-batch Haryana cadre officer, died by suicide at his Chandigarh residence, leaving an eight-page note naming eight senior officers including Narendra Bijarniya (SP Rohtak) and DGP Shatrujeet Singh Kapur. Kumar alleged prolonged caste-based discrimination, mental harassment, and public humiliation, claiming that Bijarniya was being instigated by the DGP to malign his reputation despite specific complaints against Bijarniya. The note triggered FIRs for abetment to suicide and under the SC/ST (Prevention of Atrocities) Act, based on Kumar's note and a complaint by his IAS wife.

After more than two months without assignment, Narendra Bijarniya was posted as Superintendent of Police of Karnal district by the Haryana government. The posting came as investigations into the allegations against him in connection with IPS officer Y. Puran Kumar's suicide continued.
