Surinder spent 17 years as the president of the Non-Teaching Employees Association at Sher-e-Kashmir University of Agricultural Sciences & Technology of Jammu.
In 1995-96, he advocated for establishing a separate agriculture university for the Jammu region.
He resigned from Sher-e-Kashmir University of Agricultural Sciences & Technology in 2008.
In the 2008 Jammu and Kashmir Legislative Assembly elections, he received 12,500 votes, finishing as runner-up.
In 2023, he accused BJP leader Ravinder Raina of nepotism and corruption, prompting his departure from BJP.
In 2024, he secured a victory over Ravinder Raina by a margin of 7,819 votes in the Jammu and Kashmir Legislative Assembly elections.
