- After completing his formal education, Singh took the UPSC civil services exam and passed it. Thereafter, he joined the Sardar Vallabhbhai Patel National Police Academy (SVNPA) in Hyderabad, Telangana. There, he trained to become a police officer.
- Anish Dayal Singh finished his training at SVPNPA on 21 August 1989 and was assigned to the Manipur Cadre.
