He held various command, educational, and staff positions in the Afghan National Army.
Jalali played a crucial role in the Afghan resistance against the Soviet invasion in the 1980s.
He led the resistance movement in Pakistan during the Soviet invasion.
From 1982 to 2003, he worked extensively at Voice of America in Washington, D.C.
